Bingji asked a man about a cow. (丙吉問牛)
He was an outstanding politician in China's
Western Han Dynasty.
About (Bingji). There is a story about him
recorded in history books.
He was once the prime minister of the
Western Han Dynasty and lived in the capital.
One day he and one of his subordinates took
a carriage to go on an errand.
About 10 minutes after they left their
office, the carriage they were riding in passed a group of people.
The group was arguing and fighting, and
several of them were bleeding and injured and lying on the roadside.
Bingji was in the carriage. He saw these
people through the window, but his expression was very cold.
The carriage they were in continued to move
forward. About 10 minutes later, the carriage they were in passed a man leading
an ox.
Bingji was in the carriage. When he saw the
man, he immediately ordered the driver to stop the carriage.
He got out and chatted with the man for a
few minutes before getting back into the carriage.
After Bingji returned to the carriage, he
ordered the carriage to move forward. About 5 minutes later, his subordinates
said to him
I feel very confused, so I want to ask you
two questions. Why don't you care about the people who were injured in the
group fights? Why did you go out of your way to chat with a man leading a cow?
Bingji replied with a smile.
A group fight is a local matter, and it is
the responsibility of the capital's mayor to manage and handle all matters in
the capital.
I trust the Mayor of the Capital, whom I
have appointed. I believe the capital mayor will soon send someone to deal with
this mass fighting.
Bingji paused before continuing.
You may not have noticed the cow the man
was holding.
It is spring and the weather is very cool.
But I saw that the cow the man was leading
kept panting. I was a farmer's boy when I was a child, so I noticed that this
situation was very abnormal.
I just asked the man a few questions. Where
are you going with this cow? How far have you travelled?
After checking, I found that the man had
only taken the cow a short distance, but the cow kept panting.
Cows are more sensitive to climate than
humans, so I think the climate this summer could be very hot.
If the temperature is too hot in summer, it
can affect the growth of crops. If the crops do not grow well, we will have a
food crisis by the end of this year.
If there is not enough food, it will be a
nationwide problem. This is my responsibility as Prime Minister and something I
should take an active interest in.

丙吉回到馬車上後他命令馬車繼續前進，大約5分鐘後，他的下屬對他說。
我覺得很疑惑所以我想問你兩個問題，你為何不關心那些因為打群架而受傷的人，你為何要特地下車與一個牽著一頭牛的男人聊天呢?
丙吉笑著回答他的下屬。
一群人打架這件事屬於地方事務，管理與處理首都中的所有事情是首都市長的責任。
我信任我所任命的首都市長，我相信首都市長很快就會派人來處理這件群眾打架的事件。
丙吉停頓了一下然後繼續說。
你剛才可能沒有注意到那個男人所牽著的那一頭牛。
現在是天氣很涼爽的春天。
但是我看見那男人所牽的那隻牛不停地喘氣，我小時候是農家子弟，所以我覺察到種情況很反常。
我剛才問了那個男人幾個問題，你牽著這隻牛要去那裡，你們已經走了多遠的距離?
我剛才確認之後發現，這個男人牽著這隻牛只走了很短的距離，但是這隻牛卻一直不停地喘氣。
牛這種動物對於氣候的感受比我們人類更敏感，所以我判斷今年的夏天可能的氣候可能會非常的炎熱。
如果夏天氣溫太熱那麼有可能會影響到農作物的生長，農作物如果生長不好那麼今年我們年底就會產生糧食的危機。
糧食如果不足那會是一個全國性的問題，這才是我身為首相的責任範圍也是我該主動關心的事情。
