(Mi Buqi) was one of the 72 best disciples of Confucius. There is a story about him in the history books.
He was once an official in the central government of the Kingdom of Lu.
One day, the king of the Lu Kingdom ordered him to be the mayor of a city called Danfu.
After receiving the order, he said to the king
I can't manage such a big city by myself. My workload is too heavy. I need you to appoint two professional secretaries. They can help me run this city. .
The king agreed to his request.
After Mi Buqi and the two secretaries arrived in Danfu City, he immediately summoned the city's administrative officials to hold a municipal meeting.
He asked the two secretaries to make a detailed record of the issues and decisions discussed at the meeting.
(Mi Buqi) personally chaired this meeting.
Several times during the meeting, he walked behind the two secretaries who were taking notes.
When the two secretaries were writing the minutes of the meeting, he sighed and pulled their elbows with his hands.
He said this very rudely to the two secretaries.
Why didn't you write down the main points of our meeting? Do you know how to take minutes? Do you want me to teach you how to write minutes?
After the meeting, (Mi Buqi) said to the two secretaries
Your work skills are too poor. You two should return to the capital. If the king asks you why you went back to the capital, you can tell him what I did to you today and what I said to you.
After the two secretaries returned to the capital, they met the king.
Asked the king.
I ordered you two to serve as (Mi Buqi's) secretaries. Why did you suddenly return to the capital? What happened?
About ten minutes later, after listening to the two secretaries' reports, the king remained silent for several minutes and said to the two secretaries
I know Mi Buqi very well, and I can understand why Mi Buqi was so rude to you two.
He used this incident to tell me that if I want him to serve as mayor, I should give him full authority and trust him.
I shouldn't interfere with his decisions, I shouldn't pull his elbows like he pulls yours.
If I do that, he won't be able to do his job well.
That afternoon, the king sent another envoy to the Danfu city.
The messenger said to (Mi Buqi)
The king has ordered that from now on you need not report to him on any decision you make. You can run the city as you see fit.
A few years later, the city became the best-run city in the Kingdom of Lu.

我無法一個人管理一座那麼大的城市,我的工作負擔太大了,我需要你調派兩個專業秘書給我,他們可以協助我管理好這座城市。。
國王答應了他的要求。
(宓不齊)與這兩個秘書到了(亶父)城之後,他立刻召集這座城市中的行政官員舉開一場市政的會議。
他要求這兩個秘書詳細記錄這場會議所討論的議題與決定。
(宓不齊)親自主持這場會議。
他在會議進行中好幾次地走到這兩個坐著紀錄的祕書後面,
當那兩個秘書正在寫會議紀錄的時候,他發出嘆氣的聲音,他用手去拉這兩個秘書的手肘。
他很沒有禮貌地對這兩個秘書說。
你們兩個人怎麼沒有寫下我們這場會議的重點呢?你們到底懂不懂得怎樣寫會議記錄啊?難道要我教你們怎麼寫會議記錄嗎?
這場會議結束之後,(宓不齊)對這兩個秘書說。
你們兩個人的工作能力太差了,你們兩個回去首都吧。如果國王問你們為何回首都,你們可以把我今天對你們所做的行為與我對你們所說的話都告訴國王。
這兩個秘書回到首都後,他們兩個人與國王碰面。
國王問。
我命令你們兩個人擔任(宓不齊)的秘書,你們為何突然回到首都呢?到底發生的什麼事呢?
大約十分鐘後,聽完這兩個秘書的報告之後,國王沉默了好幾分鐘後對這兩個秘書說。
我跟宓不齊很熟,我可以理解宓不齊為何會對你們兩個人做出那麼無禮的行為的原因。
他是藉由這個事情告訴我,如果我要讓他擔任市長的職務,我就應該要充分的授權並且相信他。
我不應該干涉他的決定,我不應該拉著他的手肘,就像他拉著你們的手肘一樣。
我如果這樣做,他就無法把這個工作做好。
當天下午,國王又派了一個使者去到(亶父)市。
這個使者對(宓不齊)說。
國王下令,從今天開始,你做的任何決定都不用向他報告,你可以用你認為最好的方法去管理這座城市。
幾年後,這座城市成為魯王國管理的最好的城市。
