Shen Bu Hai replied.
I think actually enforcing the law is the
first step for us to promote this series of organisational reforms in the
central government.
We must publicly reward those officials who
have made merits and punish those who have made mistakes, based on the set of
laws and systems we have announced.
The second step we must take is to
establish an open and fair talent selection mechanism.
We should allow some capable people to
serve as officials in the central government, and we should prevent incompetent
royal family members and official relatives and friends from entering the
central government to work.
The King of the Kingdom of Han agreed with Shen Bu Hai's views. He appointed Shen Bu Hai as Prime Minister of the Kingdom of
Han. He authorised Shen Bu Hai to reform the organisation of the central
government on the basis of these two methods.
A few months later, (Shen Bu Hai) proposed a
new personnel list to the king in a meeting.
The king said after several minutes of
silence after reading the list.
I very much agree with the personnel lists
you have proposed over the past few months, and I have signed all the personnel
arrangements you have proposed.
I have just seen your cousin's name on the
latest list, so I wanted to check with you.
Did you allow your cousin to serve as a
central government official because he is a capable person?

After Shen Bu Hai had listened to the king's
question, a look of shame appeared on his face.
He said to the king.
Thank you for pointing out my mistake. I am
willing to accept the punishment for my unjust behaviour. ,
Shen Bu Hai served as Prime Minister of the
Kingdom of Han for 17 years until his death. He helped the King of the Kingdom

韓王國的國王很認同申不害的看法，他任命申不害擔任韓王國的宰相，他授權給申不害根據這兩個方法去改革中央政府的組織。
幾個月後，(申不害)在一次會議中向國王提出了一份新的人事名單。
國王看完這份名單後沉默了好幾分鐘後說。
