scholar during the Han dynasty.
He collected many Confucian texts and
compiled them into a book, the 'Book of Rites'. This book is the 'Book of

The Zhou dynasty was the last feudal

A few decades after the Zhou Dynasty was

code of conduct for these leaders, to help them govern their kingdoms.

'The leader of each kingdom, with the
assistance of the prime minister of his kingdom, must compile the annual budget
for the following year before the end of the year.'
Autumn is the harvest season. When the
people of this kingdom harvest their crops, they must each deliver a specific
proportion of grain to the country. These grains will be stored in the royal
granary.
These grains are important assets of the
kingdom and a vital source of revenue, so they must be recorded and stored
properly.
Some places in each kingdom may have good
harvests, while others may have poor ones. When compiling the annual budget for
the next year, the king and prime minister must bear in mind the most important
principle: expenditure must be determined by income.
In the simplest terms, this kingdom's
expenditure cannot exceed its income, and it must arrange its expenses
reasonably.
When compiling these budgets, refer to the
income and expenditure tables from the past 30 years to create a reasonable
budget plan.
