Spending more than earning.(入不敷出)
During the Ming dynasty in China, there was
a famous minister named Ni Jiaqing. He was a courageous and honourable man who
dared to voice his opinions to the king. His story is recorded in history.
In 1628, during a meeting, Ni Jiaqing
presented his advice to the king. He said:
'After auditing the accounts, I found that
our country's financial situation is extremely dangerous. Our annual
expenditure exceeds our income, and our annual budget shows a significant
deficit. Our spending far exceeds our income, with a shortfall of 2.3 million
taels of silver.'
At the time, this was a considerable sum;
at today's prices, it would be equivalent to approximately 2 billion RMB.
If a family's expenses exceed their income
over a long period, they will fall into poverty when faced with a major
unexpected event. Similarly, if a country's expenses consistently exceed its
income, it will fall into turmoil when faced with a major unexpected event.
We should immediately implement fiscal
reforms.
Although Ni Jiaqing presented his views
clearly and anxiously to the king at this meeting, the king did not heed his
advice.
At a different meeting, Ni Jiaqing told the
king:
'Although the country is currently facing
financial difficulties, you should not arbitrarily cut the budgets of important
departments, especially those related to the lives of ordinary people. Cutting
funds from these departments would severely impact people's lives.
If these departments were to be abolished,
many people would fall into poverty and a large impoverished population would
become a source of unrest. These impoverished people would unite and rebel
against the central government.
Although Ni Jiaqing presented his views
clearly and anxiously to the king at this meeting, the king did not heed his
advice.
Just as Ni Jiaqing had predicted, a few
years later the Ming Dynasty suffered unexpected floods and droughts, plunging
the people into poverty. Many of these people united to rebel against the
government, forming a resistance army.
The Ming Dynasty collapsed in 1644.

又有一次,在另外一個會議上,倪嘉慶向國王說。
雖然現在國家的財政困難,但你不應該亂刪減一些重要的部門的預算,尤其一些與百姓的生活相關的部門,這些部門的錢如果刪除之後,人民的生活會收到很大的影響。
這些部門如果裁撤之後,將會有很多的百姓陷入貧困,一大群貧困的人民將會是動亂的根源,這些陷入貧困的百姓將會發生集結起來反抗中央政府的統治。
儘管倪嘉慶在這次會議上清晰而急切地向明王陳述了自己的意見,但明王並未採納他的建議。
幾年之後,明王朝就如倪嘉慶所預言,在遭受意外的水災與旱災之後,百姓的生活陷入貧困,有很多憤怒的人民集結起來反抗政府甚至集結成反抗軍來對抗明王朝的中央政府。
明王朝在1644年滅亡。
這句成語被用來形容一個人或一個組織或一個國家要支出的錢比收入的錢更多。
