During China's Spring and Autumn period,
Guan Zhong was a famous minister in the Kingdom of Qi.
He helped the King of Qi make it the most
powerful kingdom in terms of military strength and national power. He wrote a
book in which he shared his ideas on how to govern a kingdom.
In one chapter, he used various natural
phenomena as metaphors for methods of governance, reminding the king that he
should rule the people in accordance with the laws of nature.
In this chapter, Guan Zhong expressed the
following view to the King of Qi:
'The wind blows on all things, and it also
blows on each of us, regardless of our status, appearance, or ugliness.'
Rain nourishes all things and falls on
every part of the land, regardless of its size or elevation.
Wind and rain move in unpredictable
directions and appear at unpredictable times; yet when people are caught in a
storm, no one blames or resents them.
Why does no one blame the wind and rain? It
is because people believe that they are extremely fair and impartial., and so
no one resents being exposed to them.
The King of Qi fell into deep thought after
hearing these words.
This idiom translates as 'perfectly just
and impartial'.
